President Noynoy Aquino is no scrooge–he's just afraid that his men would start getting their commissions from govt spending

Pnoy does not want to spend if he's not in a bar

Overspending is bad. Underspending is similarly, bad, even worse.

In a capitalist economy, spending guns the engines of the economy. Without spending, everything grounds to a halt. The system needs people and governments spending so that money circulates and creates value.

Critics of the President are accusing the Chief Executive of causing the slowdown of the economy. Why? GOvernment is underspending. Why is government underspending?

Oppositionist Congressmen says Noynoy Aquino is a scrooge. I don’t believe he is.

If he’s a scrooge, then, why did he allowed underperformers, and bad assets to occupy sensitive posts in government? These people are being given salaries by the people and what do people get in return? Substandard services. These people even had the gall of toying with the people’s taxes.

The President is probably afraid of signing off those economic agreements because he is probably afraid that one or even a handful of his appointees would now start collecting their political investments.

There is no guaranty really. This administration is no different from the previous one, except that, of course, we now have a president who fears public wrath.
